Resolution No. 2010-138 2011 Compensation Plan

Noteworthy in the plan is that there is a pay freeze on Non-Union Employees. This is why the UNIONS need to be busted for the sake of residents. That was a positive move.

I will post, but it is not current although there is a yearly review–one last December- Current compensation information was left out. Since I did not say “current in my request” I got contract with his original base salary from 1998. I will do another request more specific regarding the wages as of Dec 2010 via the review process documents.

2. Profit and Loss statements of the Wind Turbine installed in our utility system to save us money a year ago, specifically, energy used [consumed], maintenance hours spent by utility workers to manage and repair, Contract maintenance costs and the  TOTAL KWH of electricity produced in the time period one year prior to February 1, 2011.--  Received 1/30/2011/Re-directed–

‘The City does not own it”.  I interpret that the City does not have the information (see cover letter). I will now ask the same questions to MMPA.

North Saint Paul constructively says it does not know if it is making or losing money, really? That’s what it says. I don’t know how else to state it. This seems implausible that the NSP Utility department does not know if it is making or losing money (no one reports). This does not pass the immediate smell test.

Submitted to the Secretary of City Manager January 27, 2011–the responsible party.
